Our History

For nearly 40 years, Embrave (formally known as Comcor, Inc.) has been a community corrections provider for the State of Colorado. Our programs have a high rate of completion and are focused on helping reintegrate our clients back into society. Our core belief is that people can change, and we’ll provide the opportunity to do so. Embrave is dedicated to serving our clients and community while maintaining Community safety, client safety, and the highest ethical practices.

COMCOR, INC. INCORPORATES AS A PRIVATE, NOT-FOR-PROFIT AGENCY

In 1984, ComCor, Inc. separated from El Paso County and incorporated as a private, not-for-profit agency named “Community Corrections of the Pikes Peak Region, Inc.” The newly formed agency purchased the existing location, 5250 North Nevada Avenue, from El Paso County.

COMCOR, INC. LARGEST COMMUNITY CORRECTIONS PROGRAM IN CO

By the end of 1988, ComCor, Inc. was the largest community corrections program in the State of Colorado with a residential bed capacity of 367, average daily population (ADP) of 200 and a staff of over 70.

COMCOR, INC. OFFICALLY CHANGES ITS NAME TO COMCOR, INC.

January 1991 marked ComCor, Inc.’s official name change from Community Corrections of the Pikes Peak Region, Inc. to ComCor, Inc. The agency ended 1991 with 258 residential clients and a staff of 90.

COMCOR, INC. PURCHASES 3615 ROBERTS ROAD

The need for expanded administrative and programming space prompted the purchase of 3615 Roberts Road. By the end of 1993, the total residential capacity (state/federal/county) was 338 beds. Total staff had increased to almost 100.

COMCOR, INC. CONTINUES TO EXPAND

By the end of 1996, residential average daily population (ADP) was 417; and the non-residential client population had grown to 250. Total staff was over 135.

COMCOR, INC. CONTINUES TO EXPAND

ComCor, Inc. ended 1998 with an average daily population (ADP) of 450 and a record non-residential client population of 325. The number of full-time staff had increased to 150.

COMCOR, INC. AWARDED THE IRT CONTRACT

ComCor, Inc. was awarded the IRT (Intensive Residential Treatment) contract by the Colorado Department of Corrections to provide on-site substance abuse treatment. The Transition Program was evaluated using the nationally recognized Correctional Program Assessment Inventory (CPAI) and scored in the top 8 percent of the country.

COMCOR, INC. RECEVIES ACCREDITATION ON FOUR (4) FACILITIES

ComCor, Inc. received accreditation under the Adult Community Residential Standards (ACRS) through the American Correctional Association (ACA). Both the Transition and Diversion programs were audited by the Division of Criminal Justice (DCJ) in late 2002. The Transition Program received the highest audit score ever awarded by DCJ.

COMCOR, INC.’S ELECTRONIC MONITORING PROGRAM IS AWARD ACCREDITATION

ComCor, Inc.’s Electronic Monitoring Program was awarded accreditation by the American Correctional Association (only the 6th program in the nation to receive this award!).

WORK RELEASE CONTRACT DISCONTINUED AND COMCOR LOSES A FACILITY

The El Paso County Sheriff’s Department canceled the Work Release Contract and we lost the facility at 5250 N. Nevada Ave. to an Urban Renewal Project. We were then able to turn 3844 N. Nevada Ave. into a Women’s Facility.

COMCOR, INC. OPENS THE ROBERTS ROAD RESIDENTIAL FACILITY

We opened the Roberts Road Residential Facility, housing 40 women clients and were able to turn 3950 N. Nevada Ave. into an all-male facility. With the funds from the Urban Renewal Project we were able to purchase the old Current building on North Stone Ave.

COMCOR, INC. CLOSES THE ROBERT'S ROAD WOMENS FACILITY

ComCor, Inc. closed the Robert’s Road Women’s Facility. ComCor, Inc. Transportation Assistance Program (CTAP). This program is operated so that clients have the access and transportation means to job hunt.

COMCOR, INC. OPENS IT’S VOCATIONAL LAB

Opened ComCor, Inc.’s Vocational Lab at 3615 Roberts Road.

COMCOR, INC. PURCHASES NEW BUILDING & RELOCATES IT’S ADMINISTRATIVE OFFICES

ComCor, Inc. purchased the 1355 Kelly Johnson Administration Building as the final part of the Urban Renewal Project. Relocated the Information Technology Department and Administration offices

COMCOR, INC. REOPENS ROBERTS ROAD RESIDENTIAL FACILITY

Re-opened and expanded the ComCor, Inc.’s residential facility at 3615 Roberts Road. One of the first residential confinement facilities to have a successful PREA audit to meet the new required Standards. PREA (Prison Rape Elimination Act) was finalized by the DOJ on 8/20/12 and required by the CO Division of Criminal Justice by 2016.

COMCOR, INC. MAKES ROBERTS ROAD AN ALL-MALE FACILITY & OPENS 3 NEW PROGRAMS

02/26/16 ComCor, Inc. moved the women from 3615 Roberts Road facility to the 3950 Facility and made the 3615 Roberts Road facility an all-male facility. July 2016 ComCor, Inc. opened three new Intensive Residential Treatment (IRT) programs. These programs are a 90 day Intensive Treatment Program which is intended for substance abuse clients.

COMCOR, INC. CLOSES ROBERT’S ROAD & LONG STANDING EXECUTIVE DIRECTOR RETIRES

ComCor Inc. closed the Robert’s Residential Facility. ComCor’s Inc. long standing Executive Director retired.

COMCOR PREPARES FOR GROWTH

ComCor Prepares for Growth: Hires local Architect to Redesign its Roberts Road Facility and expands by 125 Residential Beds. Total beds grows to 450 *Secures Licenses for Non-Correctional treatment under the Affiliate “Options Health” and expands its Non-Correctional Out-Patient Treatment services to: O/P, In-Patient Intensive Treatment, EOP services.

COMCOR – ‘BEST PLACES TO WORK’

Comcor, Inc. wins a “Best Places to Work” award from the Gazette in Colorado Springs.

A New Chapter

In January of 2023 ComCor, Inc became Embrave, Inc.
